HB11-1096 Summary

• Allows individuals aged 16 and older who will not reach 18 years of age by the next election date to preregister to vote with the county clerk and recorder or online through the Secretary of State's website

• Preregistration automatically becomes active voter registration when the preregistered person reaches 18 years of age

• Permits preregistered persons to change their residential address on their registration record by completing an electronic form on the official state website

• Takes effect 90 days after final adjournment of the general assembly (August 10, 2011, if sine die is May 11, 2011), unless subject to referendum petition requiring approval by voters in November 2012
