Allows county commissioners to publish semiannual financial statements on a county-maintained website instead of requiring publication in a legal newspaper

Maintains existing alternative publication requirements for counties without a legal newspaper, allowing publication in adjacent county newspapers or posting in three conspicuous places including the courthouse door

Applies to all reports and statements published on or after January 1, 2012

Takes effect 90 days after final adjournment of the 2011 legislative session, subject to potential referendum petition and voter approval
