Creates a 9-member procurement process improvement task force to meet after the 2011 legislative session and recommend modifications to Colorado's state procurement process by November 15, 2011

Task force composition includes 4 legislative members (2 House, 2 Senate) and 5 non-legislative members representing vendors, procurement experts, and labor unions, with co-chairs appointed by House Speaker and Senate President

Task force shall consider modifications to expand procurement access to Colorado-based businesses and small businesses, reduce costs and complexity, consolidate procurement offices, and maximize Colorado resident employment on state projects

Task force limited to 4 meetings and may propose up to 5 bills to the General Assembly, with proposed bills exempt from individual legislator bill limits but subject to interim committee deadlines

Funding through general fund appropriation or gifts and grants; if adequate funds not received by August 1, 2011, task force meetings shall not occur; section automatically repeals July 1, 2012
