Adds "emergency medical care provider" as a protected class under Colorado assault laws, expanding protections previously limited to peace officers, firefighters, and emergency medical technicians.

Increases penalties for third-degree assault against emergency medical care providers to a sentence greater than the maximum but no more than twice the maximum sentence for assaults against non-protected persons.

Defines "emergency medical care provider" to include doctors, nurses, nurse's aides, physician's assistants, paramedics, ambulance operators, air ambulance pilots, and hospital or health care facility staff involved in providing emergency medical care.

Allows victims to request restorative justice practices with defendants after sentencing, requiring supervision officials to arrange these practices if the defendant accepts responsibility and expresses remorse.

Takes effect August 10, 2011, unless a referendum petition is filed, in which case it requires approval at the November 2012 general election.
