Protects complaint documents held by state regulatory boards from subpoena and discovery in civil lawsuits against the regulated professional who is the subject of the complaint

Protected documents include complaints, responses, investigation reports, notes, and memoranda related to dismissed complaints

Applies to 12 regulatory boards including accountancy, pharmacy, podiatry, chiropractic, dental, nursing, psychology, social work, and marriage and family therapy boards, plus the state grievance board

Allows boards to release protected documents to law enforcement agencies and other regulatory/licensing boards at their discretion if necessary to carry out the board's legislative mandate

Takes effect August 10, 2011 (90 days after adjournment) and applies retroactively to all complaint documents in board possession before, on, or after the effective date
