Authorizes public utilities selling natural gas or electricity to enter into on-bill financing arrangements with residential property owners to finance energy efficiency improvements, with repayment through meter conservation charges on utility bills

Requires utilities to perform energy audits estimating costs and expected savings before entering into financing arrangements and to provide audit copies to customers

Limits meter conservation charges to an annual amount not exceeding estimated annual savings, total amount not exceeding improvement costs, and interest rates to no more than 4 percentage points above one-year Treasury bill yields

Requires utilities to record meter conservation charge notices with county clerks disclosing the charge amount and duration, and allows utilities to disconnect service for nonpayment of the charge

Directs the Public Utilities Commission to determine energy savings from on-bill financing arrangements and allow utilities to count savings toward compliance with demand-side management targets or goals
