Defines "alternative fuel vehicle" as a self-propelled vehicle designed for public highway travel and powered primarily by electricity or natural gas.

Requires the Colorado Department of Transportation (CDOT) to award concessions to commercial entities to install and maintain alternative fuel refueling stations at state highway rest areas, contingent on no detriment to public safety or environment and no positive net state expenditures.

Requires CDOT, in consultation with the Division of Parks and Outdoor Recreation, to award concessions for alternative fuel refueling stations at state parks under the same conditions, with both agencies' approval required.

Allows concessionaires to be exempted from installing stations at specific locations if determined cost-prohibitive, environmentally damaging, detrimental to public safety, or (for parks) detrimental to public enjoyment; requires contracts to specify maximum allowable fees.

Mandates CDOT to prominently display a location-based list of all alternative fuel refueling stations operated by concessionaires and other publicly available stations on its website by January 1, 2012, with regular updates and public submission capability if feasible.
