HB 11-1134 Summary

• Prohibits persons employed as professional lobbyists within 2 years before state employment from participating in matters involving their former lobbying clients or the specific issue areas they lobbied on for 2 years after joining state government.

• Prevents former professional lobbyists within 2 years before state employment from being employed by or participating in matters before the same principal departments or state agencies they previously lobbied for 2 years after joining state government.

• Prohibits state employees from lobbying for compensation any statewide elected officeholder, member of the general assembly, or other covered officer or employee within 2 years after leaving state employment.

• Requires covered officers and employees (department heads, deputy heads, and senior executive service appointees) hired on or after the effective date to sign enforceable ethics pledges committing to these restrictions.

• Authorizes the independent ethics commission to hear complaints, issue findings, and assess penalties for violations of these restrictions with the same authority as other ethics claims.
