HB 11-1137 Summary

• Allows local improvement districts to use sales tax and assessment funding mechanisms to provide services in addition to constructing improvements.

• Permits districts that levy a sales tax to have noncontiguous (separate) areas within a county and authorizes use of marketing or advertising of events to promote business development.

• Allows all districts levying a sales tax to provide transportation services, vehicles, equipment, and improvements.

• Enables property owners to petition to include their property in a sales-tax district through a formal hearing process before the board, which may grant or deny the petition.

• Districts levying sales tax for services or continuing operation and maintenance are exempt from dissolution requirements once their original improvements are completed.
