• For competitive sealed bidding, contracts must be awarded to the low responsible bidder with the greatest state economic impact as determined by the executive director's methodology.

• For competitive sealed proposals, state economic impact becomes one of the evaluation factors considered alongside other criteria.

• The executive director of the department of personnel must create a method to calculate state economic impact and establish standardized questions addressing factors like Colorado headquarters location, Colorado resident ownership, Colorado employees on the project, and in-state purchases and expenses.

• The calculation system must measure estimated Colorado tax generation including sales and use tax, personal and corporate income tax, property tax, and other state taxes resulting from the proposed project.
