HB11-1150 Summary

• Transfers $5 million annually from the wildlife cash fund to the Colorado Water Conservation Board construction fund for 10 fiscal years (July 1, 2011 through July 1, 2020), with a cumulative cap of $50 million.

• Restricts expenditure of transferred revenues to water storage projects that enhance, create, or preserve wildlife habitat, or contribute to wildlife, fish restoration, or management projects.

• Requires the Colorado Water Conservation Board to determine that expenditures do not violate federal law, including the Pittman-Robertson Wildlife Restoration Act and Dingell-Johnson Sport Fish Restoration Act.

• Allows the board to consult with the Division of Wildlife when implementing the wildlife-related water storage project provisions.

• Repeals the wildlife cash fund transfer provision and associated expenditure restrictions effective July 1, 2021, with the act taking effect July 1, 2011.
