Authorizes county commissioners to create a business registration program in unincorporated communities with populations of at least 5,000 people.

Prohibits businesses from operating in designated "large communities" unless they register with the board of county commissioners.

Excludes home-based businesses with no employees and no commercial deliveries from the registration requirement.

Allows counties to require businesses to provide information including name, address, nature of business, employee counts, health insurance offerings, and E-Verify program usage.

Limits registration fees to the minimum amount necessary to offset the county's administrative costs.
