Increases compensation for county treasurers collecting drainage district and irrigation district assessments from a fixed range of $25-$100 annually to percentage-based fees matching special district compensation rates.

Sets compensation by county class: first class receives 1% of amount collected, second class 1.5%, third class 2%, fourth class 3%, and fifth class 5%.

Consolidates two separate fee provisions (subsections o and p) for drainage and irrigation district assessments into a single unified fee structure.

Takes effect August 10, 2011, unless a referendum petition is filed, in which case it requires voter approval at the November 2012 general election.
