Increases Colorado Opportunity Fund stipends for eligible undergraduate students at participating private institutions of higher education from 50% to the full amount, effective for fiscal years beginning July 1, 2011 and later

Maintains equal per-credit-hour stipend amounts for all eligible undergraduate students across both state and participating private institutions of higher education

Requires reduction of stipends for all eligible students as necessary to ensure the total amount appropriated to the Colorado Opportunity Fund does not increase

Preserves the existing provision allowing stipend amounts to increase proportionally with unfunded enrollment growth appropriated to governing boards prior to July 1, 2011
