Creates a 15-member interim study committee to examine Colorado constitutional provisions that dedicate revenues to health care programs, including sections affecting the Children's Basic Health Plan, primary care funding, and old age pensions.

Committee must evaluate how the 2009 Health Care Affordability Act and the federal Patient Protection and Affordable Care Act impact existing constitutional dedications and whether current revenue sources are now insufficient or obsolete.

Committee shall meet no more than three times during the 2011 interim and must submit written recommendations by November 30, 2011, to the Joint Budget Committee, health committees, and governor regarding proposed constitutional amendments.

Composed of six legislators (appointed by Senate president, House speaker, and minority leaders), the governor or designee, and eight nonlegislative members representing stakeholders including health care providers, community groups, and state departments.

All committee members serve without compensation or expense reimbursement; the bill automatically repeals on July 1, 2012.
