Requires the Colorado Oil and Gas Conservation Commission and Department of Public Health and Environment to jointly review the EPA's study on hydraulic fracturing's relationship to drinking water

Mandates submission of a report to the General Assembly by January 1, 2013, or six months after EPA study completion (whichever is later) evaluating whether sufficient evidence of risk to ground or surface water exists to justify additional monitoring or corrective actions

Reinstates annual reporting requirement for the Oil and Gas Conservation Commission to submit complaint data to the General Assembly, including total complaints received, complaints unrelated to water quality, and water quality complaints categorized by attribution to oil and gas operations

Sunsets the hydraulic fracturing study review requirement on July 1, 2015
