HB11-1173: Naturopathic Doctor Licensing

• Requires naturopathic doctors to obtain a state license to practice in Colorado on or after July 1, 2012, with licensing administered by the Division of Registrations.

• Establishes qualifications including age 18+, bachelor's degree, Doctor of Naturopathy degree from an approved college, 1,200+ hours of approved clinical training, and passage of a competency-based national licensing examination.

• Prohibits licensed naturopathic doctors from prescribing controlled substances, performing surgery, using anesthetics, treating cancer, performing chiropractic adjustments, treating children under 2 without physician care or parental waiver, and misrepresenting themselves as other health care professionals.

• Requires naturopathic doctors to maintain professional liability insurance of at least $500,000 per claim and $1 million annual aggregate, provide written patient disclosures, and maintain records for 7 years.

• Establishes disciplinary procedures and grounds for license denial, suspension, or revocation; includes automatic sunset review with licensing to terminate September 1, 2017.
