HB 11-1181 Summary

• Establishes the Department of Human Services Child Fatality Review Team to conduct multidisciplinary reviews of child deaths involving suspected abuse or neglect where the family had prior county department involvement within two years of the fatality.

• Team shall assess circumstances, review services provided, interview relevant individuals, identify service gaps and deficiencies, and develop recommendations for policy changes to prevent future child deaths.

• County departments must report suspicious child fatalities to the state within 24 hours and provide relevant documentation within 60 calendar days; team must complete reviews and submit draft reports within 120 calendar days.

• Team consists of up to 20 members including representatives from state and county departments, public health, law enforcement, mental health, education, child advocacy, and two nonvoting legislative members appointed by the House Speaker and Senate President.

• Team proceedings, records, and deliberations are privileged and not subject to discovery or subpoena; annual reports and case-specific executive summaries (with confidential information redacted) must be posted on the state department's website.
