Creates the Higher Education Funding Committee to review and make recommendations concerning funding for Colorado's statewide system of higher education with the goal of increasing overall funding levels.

Committee composition includes 4 Senate members, 4 House members, 4 ex officio members from higher education and elementary/secondary education agencies, representatives from all state and private higher education institutions, junior colleges, area vocational schools, and 6 business community representatives.

Committee must consider funding sources and mechanisms for the state higher education system, and financial incentives and strategies for increasing student retention and completion rates while reducing time to degree completion.

Committee shall meet at least once in each of the four quadrants of the state plus the Denver-Boulder metropolitan area, and must hold first meeting by July 15, 2011.

Committee will report findings and legislative recommendations to the Legislative Council staff, which along with the Office of Legislative Legal Services and Department of Higher Education will provide staff support.
