Directs the Public Utilities Commission (PUC) to certify third-party data aggregators (clearinghouses) to collect and share resource consumption data from Colorado utilities providing electricity, natural gas, water, steam, thermal energy, or other resources.

Requires all personally identifiable information be removed from shared data and geographic location information be generalized to no finer than the census block level to protect customer privacy.

Clearinghouses must sign nondisclosure and security agreements with utilities and are prohibited from selling individual customer data, using data for solicitation, or collecting customer financial information.

Allows participating utilities limited immunity from civil or criminal liability resulting from data sharing when complying with PUC rules, unless the utility acts willfully, wantonly, or maliciously.

Permits Colorado governmental entities to request and receive aggregated data analyses if at least one utility serving their territory participates in the program, and allows data to be provided to federal agencies if personally identifiable information is removed.
