Requires school districts and district charter schools to ensure all new construction or significant redesign projects (affecting 75% or more of square footage) meet minimum energy-efficient design standards beginning January 1, 2012

Schools must satisfy at least one of three conditions: (1) design and construction plans ensure federal Energy Star label qualification with audit verification upon completion; (2) consult with the governor's energy office on best building practices before and throughout construction; or (3) designate a design and construction team including at least one person with expert energy-efficient design knowledge

Defines "significantly redesign" as structural changes affecting 75% or more of a building's square footage

Takes effect 90 days after final adjournment of the general assembly (August 10, 2011, if adjournment is May 11, 2011), subject to referendum petition

If a referendum petition is filed, the act shall not take effect unless approved by voters at the November 2012 general election
