Requires landlords of multi-family residences beginning January 1, 2012, to provide prospective tenants with prorated average utility cost history for the specific dwelling unit based on square footage, covering the life of the unit or preceding two calendar years, whichever is shorter

Requires landlords of single-family residences beginning January 1, 2014, to display energy efficiency rating in a visible location and provide written energy efficiency evaluation prior to finalizing rental agreement

Applies only to residences where tenants are responsible for paying all or part of natural gas or electric utility costs; prohibits landlords from charging any fee for providing required disclosures

Assigns Public Utilities Commission to administer multi-family residence disclosures and state housing board to establish rules for single-family residence disclosures in consultation with governor's energy office; exempts buildings served by municipal utilities or cooperative electric associations

Public utilities may charge $15 fee for providing duplicate bills or summaries to landlords and must respond to requests within ten days
