Repeals Article 3.4 of title 40, Colorado Revised Statutes, which established the low-income telephone assistance program

Eliminates the monthly fee charged to business and residential telephone access lines that funded the state subsidy program

Removes the exception in section 40-3-106 that allowed public utilities to operate under the low-income telephone assistance program provisions

Takes effect July 1, 2011
