Consolidates all state programs distributing federal housing assistance funds for low- and moderate-income households into the Division of Housing within the Department of Local Affairs by July 1, 2011.

Transfers housing assistance authority and programs from the Department of Human Services to the Department of Local Affairs, including administration of Section 8 housing vouchers.

Maintains two separate housing authorities within the Division: one to assist persons with disabilities and one to assist persons in low- and moderate-income communities statewide.

Requires the Division to maintain at least the same number of housing vouchers for persons with disabilities as were available through both departments as of July 1, 2011, for fiscal year 2011-12 and subsequent years.

Relocates the Office of Homeless Youth Services to the Division of Housing and modifies the definition of "homeless youth" to include children and youth at least eleven years old (previously fifteen) but less than twenty-one years old.
