Directs the Colorado Water Conservation Board to commission a comprehensive study of the South Platte River alluvial aquifer's interaction with surface streams, in consultation with the State Engineer.

Study must investigate the number and location of alluvial wells, curtailed wells, impacts on groundwater levels and surface flows, effectiveness of the current administrative framework, and potential for additional aquifer usage while protecting senior water rights.

Study shall examine specific issues including groundwater levels, water leaving the state, deliveries to senior rights holders, augmentation plan effectiveness, and whether groundwater management based on measured levels could improve basin efficiency.

Board must commence the study as soon as practicable and report results to the General Assembly no later than June 1, 2012.

Act takes effect August 10, 2011, unless a referendum petition is filed, in which case it requires approval by voters at the November 2012 general election.
