Creates a registry of approved fiduciaries (guardians, conservators, and court-appointed trustees) administered by the judicial department, with fiduciaries paying an annual fee set by the department not to exceed direct and indirect costs.

Changes reporting requirements from annual to quarterly for guardians, conservators, and trustees effective upon the bill's passage.

Requires fiduciaries to provide requested information to courts, beneficiaries, or interested persons within 30 days or less, with failure to comply constituting grounds for removal from the registry.

Prohibits courts from appointing any person or entity as a fiduciary unless they are on the approved registry, and requires automatic revocation of appointments for fiduciaries removed from the registry.

Allows interested persons to petition the judicial department office for removal of a fiduciary from the registry if the court declines to do so, with the department's decision being final.
