Authorizes the Colorado Tourism Office board to cooperate with and assist local governments in regional tourism promotion and development efforts

Permitted assistance includes providing technical assistance, publishing marketing materials, developing marketing plans, coordinating web sites and communication, sharing statistical data, and coordinating regional efforts with statewide tourism initiatives

Requires the board to establish policies governing the use of employee time and office resources for providing assistance to local governments

Requires the board to establish policies for local government payment of the office's reasonable expenses through intergovernmental agreements or other appropriate means

Takes effect 90 days after final adjournment of the general assembly (August 10, 2011) unless subject to referendum petition requiring voter approval in November 2012
