Authorizes the Colorado Lottery Commission to create one or more keno games and requires separate accounting of keno proceeds.

Directs 50% of net keno proceeds to the Colorado travel and tourism promotion fund and 50% to a newly created Bringing Colorado Jobs Home Grant Fund.

Establishes a grant program providing one-time grants to Colorado businesses to create or reestablish manufacturing and primary jobs that would otherwise be offshored to foreign countries.

Requires grant applicants to certify specific job details, salary information, cost differentials compared to foreign competitors, and documentary evidence that the grant is necessary to locate the project in Colorado rather than overseas.

Limits geographic concentration by capping grants to any single congressional district at one-third of total annual awards and allows the Office of Economic Development to retain up to 10% of transferred funds for administrative costs.
