Authorizes counties and municipalities to establish a road maintenance account within their solid wastes disposal site and facility fund.

Permits governing bodies to establish by ordinance or resolution and collect a road maintenance fee on each load of solid waste disposed at their facility, in addition to any other authorized taxes or fees.

Requires all proceeds from the road maintenance fee to be deposited in the road maintenance account and appropriated for costs of maintenance, repair, and improvement of roads used to haul solid wastes to the disposal facility.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 10, 2011, if adjournment is May 11, 2011), unless a referendum petition is filed requiring approval by voters in November 2011.
