Parents of students in low-performing schools (those requiring a priority improvement plan for two consecutive years or a turnaround plan) may petition the local school board to close the school or convert it to a charter or innovation school if signed by more than 50% of student families

School district cannot prevent parents from collecting petition signatures on school property, and no one may be paid to collect signatures

Local school board must respond in writing within 30 days and hold a public hearing within 15 days after the response; board can only reject the petition based on documented fiscal reasons, lack of management options, or lack of available student placement options

Parents may appeal the board's rejection to the state board of education within 30 days; state board must decide within 30 days and its decision is final and not subject to further appeal

If restructuring is approved, an advisory group of 5 parents and 3 school district representatives will oversee conversion through a request for proposals process, with the restructured school continuing operations in the same building and remaining subject to state accountability provisions
