Authorizes district attorneys and the attorney general to use electronic or paper forms for reporting complaints related to deceptive trade practices, unfair trade practices, antitrust matters, and charitable solicitations.

Allows the attorney general and district attorneys to prescribe electronic or paper forms when requesting statements, reports, and documents during investigations.

Creates a new section allowing persons to rely on the accuracy and completeness of forms provided by Colorado government branches without liability if the form itself contains an error or omission.

Permits persons to design, create, publish, and sell basic legal materials and forms based on government-provided forms, provided they clearly state the product is not a substitute for attorney advice.

Takes effect 90 days after final adjournment of the general assembly (August 10, 2011), or upon voter approval in November 2012 if a referendum petition is filed.
