Repeals Regulation 39-26-102.13 adopted January 19, 2011, and directs the Secretary of State to delete it from the Code of Colorado Regulations.

Repeals statutory provisions prohibiting use of revenues from House Bill 10-1192 to fund additional full-time equivalent state employees.

Repeals the requirement that the Department of Revenue track and report quarterly revenue attributable to House Bill 10-1192.

Redefines "tangible personal property" effective July 1, 2012, to include prepackaged computer software with tear-open nonnegotiable licenses delivered in tangible media, excluding software delivered through application service providers, electronic delivery, or load-and-leave methods.

Allows Colorado purchasers buying multiple software licenses for out-of-state distribution to pay tax only on licenses actually used in Colorado with written documentation to the retailer.
