Directs the state treasurer to transfer all moneys received by Colorado from the U.S. Treasury's Anvil Points Fund directly to county treasurers of affected counties in the following distribution: 40% to Garfield County, 40% to Rio Blanco County, 10% to Mesa County, and 10% to Moffat County.

Establishes legislative findings that the Anvil Points Fund, created under the federal "Transfer Act" (10 U.S.C. sec. 7439), held $112.2 million as of August 2008, with funds obligated for federal reimbursement and site cleanup at Naval Oil Shale Reserve 3.

Declares that after reimbursing the federal government ($39.4 million) and paying for site cleanup ($24 million), the remaining $48.8 million should be distributed to the four affected counties pursuant to the federal Mineral Leasing Act.

Notes that an oversight in the federal Transfer Act prevents the remaining moneys from being automatically distributed to Colorado, requiring this state legislation to direct the disbursement.

Designates the bill as necessary for immediate preservation of public peace, health, and safety.
