House Bill 11-1312: Reorganization of the Governor's Energy Office

• Renames the "Governor's Energy Office" to the "Colorado Energy Office" throughout Colorado Revised Statutes and establishes a new mission focused on promoting economic development through energy-market advances, clean energy solutions, energy security, consumer cost reduction, and environmental protection.

• Requires regional representatives from the Colorado Energy Office to be combined with Colorado Office of Economic Development representatives, limiting to one representative per six distinct state regions, with the Colorado Energy Office responsible for three full-time equivalent employee salaries.

• Mandates a 25% reduction in Colorado Energy Office full-time equivalent employees by end of fiscal year 2011-12, with an additional 15% reduction by end of fiscal year 2012-13.

• Renames the "Clean Energy Fund" to the "Energy Innovation Fund" and expands its purposes to include overcoming market barriers for emerging energy technologies, promoting research and commercialization, and educating the public on energy issues.

• Appropriates $237,164 in federal funds and 3.0 FTE positions for the fiscal year beginning July 1, 2011, with an effective date of July 1, 2011.
