Amends Colorado Revised Statutes section 24-18.5-101(2)(b) regarding the Independent Ethics Commission membership composition.

Replaces the prior requirement for equal numbers of major political party members with a new limit that no more than two members of the commission shall be affiliated with the same political party.

Applies to the appointment of all commission members in connection with their selection.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
