• Creates Colorado Avalanche and Denver Nuggets special license plates available for motorcycles, passenger cars, trucks, and recreational vehicles under 16,000 pounds, beginning January 1, 2012 or when the department is able to issue them.

• Requires applicants to donate $45 to Kroenke Sports Charities and provide a certificate of donation to obtain the special plates.

• Imposes a one-time $25 fee for issuance or replacement of each special plate, with revenue credited to the Highway Users Tax Fund.

• Requires the department to stop issuing the plates if fewer than 3,000 total plates are not issued by July 1, 2016, though existing plate holders may continue use.

• Appropriates $6,660 to the Department of Revenue information technology division and $35,520 to the Division of Motor Vehicles for implementation in fiscal year 2011-2012.
