Allows uniformed services electors to verbally provide information to a commissioned officer for requesting a mail-in ballot, instead of requiring written information.

County clerks and recorders must accept unsigned federal postcard applications or unsigned ballot application letters submitted by commissioned officers on behalf of absent uniformed services electors if the officer provides a signed statement confirming the elector supplied the required information.

Modifies Colorado Revised Statutes section 1-8-103.3 (2) (a) (III) (D) to explicitly permit verbal communication of ballot application information to commissioned officers.

Takes effect on August 10, 2011, unless a referendum petition is filed, in which case approval by voters at the November 2012 general election is required.
