Exempts rural health clinics from state licensure requirements under Colorado's health facilities regulations, treating them similarly to federally qualified health centers.

Amends three sections of Colorado Revised Statutes (25-1.5-103, 25-3-101, and 25.5-3-103) to exclude rural health clinics as defined in the federal Social Security Act from the definition of "community clinic" subject to state licensing.

Defines rural health clinics by reference to Section 1861(aa)(2) of the federal Social Security Act, 42 U.S.C. Section 1395x(aa)(2).

Decreases the cash funds appropriation to the Department of Public Health and Environment's health facilities general licensure program by $529 from the health facilities general licensure cash fund for fiscal year beginning July 1, 2011.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
