Defines "restorative justice practice" as facilitated voluntary meetings allowing parties to acknowledge responsibility and discuss repair of harm in civil claims.

Adds restorative justice practice as an allowable form of alternative dispute resolution that courts may refer cases to, alongside mediation, arbitration, and other methods.

Requires written informed consent of all parties before court can refer a case to restorative justice practice prior to determination of responsibility.

Protects statements expressing fault, apology, sympathy, or benevolence made during mediation from being used as evidence of liability or admission against interest in civil actions or arbitration.

Effective 90 days after final adjournment of the 2011 general assembly (August 10, 2011), subject to referendum petition and possible voter approval in November 2012.
