Amends existing law to allow video display screens to be positioned forward of the driver's seat provided visual entertainment is not visible to the driver while operating the vehicle.

Shifts the legal prohibition from receiving a television broadcast to displaying video programming to the driver, clarifying that the display of content—not reception capability—triggers the restriction.

Explicitly permits computers, data terminals, and similar devices in motor vehicles so long as they are not used to display visual entertainment to the driver while the vehicle is in motion.

Takes effect July 1, 2011, and applies to offenses committed on or after that date.
