CO SB017

Requires responsible parties to report incidents involving anhydrous ammonia used as agricultural fertilizer to the Colorado Department of Agriculture within timeframes and manner prescribed by the commissioner through rule.

Defines "incident" as any release of anhydrous ammonia causing injury to a person, or any event damaging the structural integrity of storage tanks, mobile transportation tanks, or tank-mounted applicators that releases or threatens to release ammonia into the environment.

Applies reporting requirements only to anhydrous ammonia storage tanks, mobile transportation tanks, and tank-mounted applicators regulated under Article 13 of Title 35.

Defines "responsible party" as any person with custody, control, or responsibility for anhydrous ammonia or related equipment involved in a reportable incident.

Does not supersede or affect any other applicable state or federal reporting requirements for anhydrous ammonia releases.
