Requires the need for an employee to commute with a state-owned motor vehicle to be documented in the employee's position description questionnaire.

Beginning October 1, 2011, prohibits employees from using state-owned motor vehicles for commuting unless the Division of Central Services approves the use based on a completed application meeting authorization criteria.

Requires employees to reimburse the state for commuting use at an annual rate based on the greater of the federal commuting valuation rule or a division-established lease-value methodology, with exceptions for qualified nonpersonal use vehicles with less than 50% commuting miles.

Creates the state-owned motor vehicle commuter cash fund to receive reimbursement payments, with moneys appropriated to the division to offset operating expenses for commuter vehicles.

Requires the division to annually report to the joint budget committee on reimbursement rates, authorized employees, miles traveled, operating costs, and employees exempt from reimbursement requirements.
