Amends Colorado Revised Statutes to increase the number of judges in the First Judicial District from eleven to fourteen, effective July 1, 2011, subject to available appropriations.

Increases the number of judges in the Seventh Judicial District from three to five, effective July 1, 2011, subject to available appropriations.

Maintains previously scheduled judge increases for the First Judicial District (twelve judges effective July 1, 2004 and thirteen judges effective July 1, 2008) and the Seventh Judicial District (four judges effective July 1, 2003).

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
