Adds the honor and remember flag to the list of flags allowed to be displayed on permanent flagstaffs at public buildings and grounds, exempting it from the class 1 petty offense prohibition against displaying non-U.S. flags.

Permits state institutions to display the honor and remember flag on Memorial Day and Veterans' Day on flagstaffs, positioned below the Colorado state flag when both are displayed on one flagstaff.

Requires the honor and remember flag to be displayed on all flagstaffs on the Capitol grounds on Memorial Day and Veterans' Day, placed below the Colorado state flag when both flags share one flagstaff.

Defines the honor and remember flag as consisting of a red field above a smaller white field with a centered gold star (white border, blue outline, red and blue flame), a blue triangle with white stars resembling a folded U.S. flag, and the phrase "HONOR AND REMEMBER" in blue letters.

Mandates that all honor and remember flags purchased by the state be manufactured in the United States.
