Prohibits the Colorado Division of Labor director from accepting petitions from employee organizations to become exclusive representatives of state employees, certifying exclusive representatives, or acting as agent for employee organizations

Prohibits executive branch representatives from negotiating with employee organizations to create partnership agreements covering all state employees, single occupational groups, or single departments/agencies

Terminates any partnership agreements currently in effect that were formed under Executive Order D 028 07

Allows individual state employees to join or maintain membership in employee organizations

Takes effect August 10, 2011, unless subject to referendum petition requiring voter approval in November 2012
