Changes Colorado's organ donation system from opt-in to presumed consent, making persons automatically enrolled as organ and tissue donors when applying for or renewing a driver's license or identification card unless they affirmatively opt out by initialing a statement

Requires the Department of Revenue to modify the driver's license and identification card application and renewal processes to inform applicants of automatic donor enrollment and provide instructions for opting out

Applicants who do not opt out will be deemed to have consented to organ and tissue donation upon legal death, with consent sufficient to satisfy all anatomical donation requirements

Requires the department to provide written information about organ and tissue donation to applicants and advise them that their names will be transmitted to the organ and tissue donor registry unless they opted out

Takes effect January 1, 2012, subject to potential referendum petition requiring voter approval at the November 2012 general election
