Amends Colorado statute 25.5-4-402.3 to mandate that psychiatric hospitals licensed by the Department of Public Health and Environment shall be exempt from payment of the hospital provider fee.

Changes language from discretionary "may exempt" to mandatory "SHALL EXEMPT" for psychiatric hospitals in the state department's fee waiver provisions.

Removes strikethrough language listing psychiatric hospitals as an example type of hospital that could be exempted, consolidating the requirement into the main mandatory exemption provision.

Takes effect 90 days after the general assembly's final adjournment (August 10, 2011 if sine die is May 11, 2011), subject to voter approval if a referendum petition is filed within that period.
