Removes firearms from the list of items the governor can suspend or limit the sale, dispensing, or transportation of during a state of disaster emergency.

Maintains the governor's authority to suspend or limit alcoholic beverages, explosives, and combustibles during disaster emergencies.

Effective date set for 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 10, 2011, if adjournment occurs May 11, 2011).

Subject to referendum petition; if challenged, the act will not take effect unless approved by voters at the November 2012 general election.
