Repeals recent directives requiring the Public Utilities Commission to give special consideration to specific factors and technologies in reviewing electric utility generation facility investments.

Requires the PUC to develop and implement least-cost planning rules using net present value revenue requirement analysis over the expected life of generation assets.

Establishes five specific requirements for least-cost planning rules: neutrality regarding fuel type and resource technology, exclusion of costs not actually incurred by utilities, limitation of fuel supply cost modifications to known or best-estimated costs, inclusion of transmission costs for utility-owned resources, and assignment of delivery costs to sellers for purchased resources.

Repeals provisions requiring the Governor's Energy Office to assist utilities with integrated gasification combined cycle (IGCC) projects and removes IGCC project references from clean energy definitions.

Takes effect 90 days after final adjournment of the general assembly (August 10, 2011), subject to potential referendum petition requiring voter approval in November 2012.
