Prohibits elected state officials from spending public funds on media that features their names, images, or voices in print, broadcast, websites, or similar public communications

Applies to the Governor, Lieutenant Governor, Secretary of State, State Treasurer, Attorney General, General Assembly members, State Board of Education members, and University of Colorado Board of Regents members

Allows three exceptions: one yearly contact/information publication; communications required by law for officials to perform duties; and broadcasts or records of public meetings and official proceedings

Subjects violators to civil penalties of at least double and up to five times the amount of funds unlawfully spent, with personal liability for the responsible official

Becomes effective July 1, 2011, and permits any person to file a written complaint for alleged violations
